What is the HDPRC Communications Group Office?

Pursuant to Executive Order (EO) no. 43, series of 2011, the Cabinet, as the highest-policy making body of the Executive branch of the government, was organized thematically into five (5) Clusters to ensure the realization of the Aquino administration’s Social Contract with the Filipino People and its key result areas.

Envisioned to promote synergy of efforts among Departments and other government instrumentalities, the Cabinet Clusters are tasked to achieve focus and optimal impact of programs and policies being implemented across the country.

The Human Development and Poverty Reduction Cluster (HDPRC) is one of the five Clusters established through the said EO. Its specific mandate is to translate the gains of good governance into direct, immediate and substantial benefits for the people towards poverty reduction and empowerment of the poor and vulnerable.

The Department of Social Welfare and Development (DSWD) serves as the Cluster chair, with around twenty (20) agencies as its members.

As its communications arm, the HDPRC Communications Group Office – also known as HDPRC Comms – was created to communicate to the general public the concerns, priorities and efforts of the Cluster. Together with the other Communications point persons from its member agencies, HDPRC Comms also seeks to advance a unified voice towards building a public constituency driven to work towards equitable growth and poverty reduction.

Assistant Secretary Lila Ramos Shahani is the current Head of Communications, with an office currently detailed in DSWD.
